About this Program

CPIC Immersion™ is an intensive educational and professional development program designed to strengthen your CPIC knowledge and skills. It will feature individual subject matter expert instructors matched to specifics topics related to elements of the Capital Planning and Investment Control life cycle. It is designed to emphasize interaction between attendees and the session leaders, and is limited to a small group of attendees. The CPIC Immersion™ 1-day program is organized according to the CPIC management life cycle phases.

Pre-Select Phase session aimed at defining candidate investment alternatives to meet agency mission needs. You’ll address key processes drawn from pre-select activity:

• Architecture-based Solutions, Requirements and Benefits Planning
• Rough Order Magnitude Risk-adjusted Cost and Schedule estimating
• Elements of Cost and Operational Effectiveness Analysis
• Preparing Effective Analysis of Alternatives
• Business Case Best Practices

Select Phase session will focus on how to prioritize, budget, & authorize the investment portfolio aligned to agency performance requirements. Management processes during the Select Phase focus on critical elements of quantified decision making including:

• GAO-compliant elements of a Program Risk-adjusted Life Cycle Cost Estimates
• Program Segment Return on Investment Assessment
• Transition Strategy and Integrated Acquisition / Deployment Planning
• Art and Science of Logical Decision Making
• Portfolio Budget Prioritization and Investment Selection

Control Phase session will cover best-practice-based acquisition baseline planning and control featuring Earned Value Management and Technical Performance Measurement. Specialized disciplines for successful Control Phase management include:

• Performance-based Acquisition Requirements, Summary Work Breakdown Structure & workscope
• Fundamentals of EVM Performance Measurement Baselines and the Integrated Baseline Review
• Risk-adjusted Program Segment Budget Baselines and Management Reserves
• Fundamentals of Integrated Program Scheduling and Integrated Master Schedule Reporting
• EVM Data Analysis and Independent Forecasting Techniques

Evaluation Phase session will address processes for disciplined post-implementation performance planning, measurement and reporting to maximize benefits from deployed investments. This session will feature elements drawn from evaluation phase processes:

• Planning and executing Post-implementation Reviews
• Effective In-service Performance Baselines and Contractor Service Level Agreements
• Technical Performance Measurement & Reporting Techniques
• OMB-compliance for Operational Analysis Reporting
• Activity-based Operations and Maintenance Cost Principles
• Managing Performance and System Enhancements

Professional Development Accreditation

This workshop is recommended for 8 Continuous Learning Points towards FAC-C, FAC-COTR or FAC-P/PM certification.  The workshop provides coverage of the following JFMIP Core Competencies for Financial Managers in the following fields of study:

• Performance Measurement and Cost Accounting
• Financial Information Systems and Analysis
• Financial Management Improvement/Trends

This workshop offers 8 of the 24 hours of government-related CPE, now required for all auditors doing at least 20% work under the Generally Accepted Government Accounting Standards.

Bill Mathis, President CPIC Solutions, Federal CPIC Forum Board of Advisors.
Mr. Mathis will serve as overall coordinator of the CPIC Immersion event. Bill has over 25 years experience in program and portfolio cost, schedule, performance and risk management experience developed through service to numerous government and commercial customers worldwide. Bill is regularly asked to speak on a range of topics related to CPIC management processes and techniques at government and industry leadership forums. He was one of the Founding Members of the Federal CPIC Forum and is also an active advisor to the Government Accountability Office in the development of the Cost Estimating and Assessment Guide (GAO-09-3SP).
