One of the latest developments in the field has been the development and release of the GAO Cost Estmating and Assessment Guide (GAO-09-3sp). This special report represents over four years work at GAO to develop a case-based set of standards and best pratices that are currently in use for the purpose of supporting program audit activity. In addition, it provides supporting best practice guidance related to methods and processes that, when applied properly, will support better investment cases and foundations for improved program success.
